Mr. Bellinger is a Sr. Project Manager specializing in relocation, project work breakdown structure (WBS), cost estimating, and tracking project costs. He serves as a Project Manager, Right of Way (ROW) Design Coordinator, and ROW Delivery Service Manager as needed.

Mr. Bellinger is recognized for driving the successful delivery of Transportation projects nationwide, meeting FTA, FHWA, FAA, FRA, state and local government funding requirements.

He has strong knowledge and experience in implementing the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (49 C.F.R Part 24) and meeting American Railroad Engineering and Maintenance of Way (AREMA) standards.
